The risk of Azerbaijan provoking a new escalation of tension remains high. This was stated by Armenian Minister of Foreign Affairs Ararat Mirzoyan in his remarks at the official launch—at the foreign ministry—of the 2023-2026 action plan to be implemented for Armenia by the Council of Europe.

"We live in a region full of many security threats. For more than two months, the humanitarian crisis in Nagorno-Karabakh continues as a result of Azerbaijan's blockade of the Lachin corridor," said Mirzoyan.

According to him, Azerbaijan continues to hold Armenian prisoners of war and civilians hostage, and the fate of many Armenian missing persons and those forcibly gone missing remains unknown.

As a result of the military aggression by Azerbaijan in May and November 2021, as well as in September 2022, some parts of the sovereign territories of Armenia came under Azerbaijani occupation.

"And the risk of provoking a new escalation [of tension] by Azerbaijan remains high," added the Minister of Foreign Affairs of Armenia.
