YEREVAN. – Hraparak daily of Armenia writes: "CC [i.e., the ruling Civil Contract party] Kitchen" is the name of a Facebook group where 189 members of the authorities discuss various issues or, more precisely, are instructed from above on what kind of public conduct they should show in connection with this or that phenomenon, especially in connection with the opposition.

Many people know about the "CC Kitchen," it was formed in 2018, the group includes CC members working in the legislative and executive bodies [of power]. Discussions in this chat [group] are the reason why CC members often distribute—by making a copy-paste—the same texts in connection with this or that phenomenon.

However, after the [Artsakh (Nagorno-Karabakh)] war [last year], the situation changed within the authorities, and the trust in 189 people was no longer homogeneous, so, in parallel with this [chat] group, two more chats were formed consisting of members of the CC board. One—a little more extensive, consisting of the board and the CC elite, where they exchange the necessary information and then transfer messages to the "kitchen."

However, since [PM Nikol] Pashinyan has started suspecting everyone starting at some point, they have opened an even narrower—of the most trusted—chat [group] on WhatsApp, where 10-11 people are included (…).

That is, the authorities have created a three-tier system of disseminating information [on social media]: the most reliable, a little less reliable, and backpacks. In these chats, they say, there have been a lot of heated discussions over the past one year, which have played a crucial role in the lives of some.
