It is regrettable that young men continue to die in the exchanges of fire and the casualties. Their futures are gone and their lives are lost.

It is interesting that this incident coincided with the visit of Secretary Clinton, Professor of international relations at Oxford universoty, Neil MacFarlane, told Armenian News-NEWS.am commenting on Hillary Clinton’s visit to South Caucasus and the incidents on the Armenian-Azerbaijani contact line on Monday and Tuesday.

Exchanges of fire and casualties occur regularly on and around the line of contact. But the coincidence does make one wonder whether this incident was manufactured in order to impress upon the Secretary of State the need for movement on the Karabakh question, he remarked.

“I have followed the Minsk Group negotiations on Karabakh since 1992. That record is quite disappointing. There is, to my mind, no reason to believe that the Minsk co-chairs could arrive at some new idea that was acceptable to all parties in this conflict', Prof. MacFarlane said. "For progress to be made, the position of the parties has to change. I have seen no evidence that the position of the parties has changed. So I don't think there is any basis for optimism”.
