YEREVAN. – The Armenian Public Council (APC) highly appreciates the social struggle as a result of which we witness the establishment of a civil society in Armenia.  

The aforementioned was noted at Wednesday’s APC meeting, during which the discussants also reflected on the Constitutional Court (CC) ruling with respect to the mandatory funded pension system in Armenia.  

“At the same time the Public Council finds that, with the Constitutional Court’s decision, Armenia takes a new important step towards the establishment of a true legal state.

“The Public Council will continue to carefully follow the future processes and the final solution of the problem,” the APC statement specifically reads.  

The CC on Wednesday deemed unconstitutional a whole series of articles in the new Law on Funded Pensions, which were contested with a lawsuit by the four non-ruling-coalition parliamentary factions.

In addition, the CC gave the parliament and the government until September 30 to amend the aforesaid law’s provisions that were considered unconstitutional. Furthermore, all the mandatory pension deductions which already were made shall be reviewed.   

Constitutional Court Judge Feliks Tokhyan, however, stated the following in this respect: “The law on funded pensions will be in effect until September 30, and the citizens are required to continue to pay the mandatory pension payments.”
