YEREVAN. – US Ambassador to Armenia, Mr John Heffern, declined to comment on the aftermath of the helicopter of Nagorno-Karabakh Defence army, downed on Nov ember 12.

He told he would appear in public later today, on the opening ceremony of Oracle, a major US high-tech company which has long been considering opening an R&D unit in Armenia. 

“I’ll see you at the Oracle opening”, he told Armenia News – NEWS.am.

Earlier, in September 2013, the Senior Vice President of Oracle, Alain Blanc, and the Head of Staff of the Government of Armenia, Minister Vache Gabrielyan, signed a memorandum of understanding. Blanc later told the media that the company planned to open an excellence center in Yerevan.

Mr Heffern also chose not to comment on when, or whether, the GSP trade regime for Armenia will be renewed – either retroactively for 2014 or in advance for 2015.

The Generalized System of Preferences (GSP) is a US preferential trade policy for developing countries, providing a duty-free entry for up to 3,451 products for over 120 countries, including Armenia. The country has been receiving the prolongation yearly, but hadn’t qualified for 2013 in advance and was approved retroactively in mid-2014. Candidacy for 2014 itself is still pending.
