YEREVAN. – Chairman of the Politologists’ Union of Armenia, Hmayak Hovhannisyan, spoke with Armenian News-NEWS.am, and noted that there are very incomplete and weak points in the draft Constitutional amendments of the country.

In his view, a two-phase institute of parliamentary elections—which this draft specifies—does not exist in any civilized country. 

“[A total of] 101 seats are envisioned in the NA [i.e. the National Assembly (parliament) of Armenia] for the MPs,” said Hovhannisyan. “But if their fellows—godchildren, cousins—are not elected, they will increase the [number of] seats.” 

The political scientist also advised President Serzh Sargsyan to forego this constitutional reform.

Chapters 1 through 7 of the new draft Constitution of Armenia were made public on July 15. Accordingly, the country will make a transition from a semi-presidential to a parliamentary system of governance.

The draft Constitution is expected to be completed by early August. Subsequently, the draft shall be submitted to the President. If approved, it will be introduced to the National Assembly, and then a Referendum Day will be set. Respective political and professional debates are planned to be held during that period.
