YEREVAN. – After the adoption of the draft Constitution of Armenia, the most important power of the President will be adherence to the Constitution. 

Member of the Specialized Committee on Constitutional Reforms, and ex-Minister of Justice, Hrayr Tovmasyan, stated the abovementioned to Armenian News-NEWS.am.

In his words, the election of a president is determined in a variety of ways in countries with a parliamentary system of governance.

“We propose that the President [of Armenia] be elected by electors. No such option exists in all countries; the majority elects the president through the parliament,” said Tovmasyan. “[But] in our case, the problem is that if the President will no longer have a bearing on the actual political processes, a problem arises as to why he is elected with direct elections.” 

Chapters 1 through 15 of the new draft Constitution of Armenia have been made public so far. Accordingly, the country will make a transition from a presidential to a parliamentary system of governance.
