YEREVAN. – Azerbaijan is unlikely to launch large-scale military actions because authorities in Baku are confident that will have a failure, head of Modus Vivendi analytic center Ara Papyan told reporters on Monday.

Decline in the global oil prices, he said, provokes economic and political problems in Azerbaijan.

“This is a deterrent role for Azerbaijan. On the other hand, the Azerbaijani side understands that this is the last chance to resolve Karabakh conflict by military means,” Papyan noted.

In Azerbaijan, he continued, dissatisfaction of the ethnic groups – Talyshs, Tat people and Yezidis – has been growing.

With regard to the process of negotiations on the Karabakh issue, Papyan believes, it is clear to all that it is not possible to reach agreement through talks that will be acceptable to all the parties.

“The negotiating process is becoming more formal,” he added.
