YEREVAN. - The issue of “bloated” voter lists can have several decisions.

Representative of the Armenian Revolutionary Federation (ARF) Dashnaktsutyun, Artsvik Minasyan, told the aforementioned to Armenian News – NEWS.am correspondent, commenting on the report of the OSCE/ODIHR expert group concerning the referendum.

The MP noted that the organization cites the positions of the Venice Commission, specifically that the promulgation of voting lists violates the principle of confidentiality.

According to Minasyan, ascertaining of the lists must be carried out several ways.

“People must be sure that nobody else will vote instead of them. Secondly, people must be sure of the impossibility of voting by people who cannot objectively take part in the voting, specifically those citizens who are abroad. Therefore, schemes for the solution of these issues should be developed,” the MP said.  

According to him, issues exist in terms of cleaning the lists, and this is also mentioned in the report, however the greatest emphasis is put on the voters – who can take part in the elections, as well as the procedure of voter list confirmation.   

In Minasyan’s words, the concerns of the international observers will be considered in drawing out the new Electoral Code.
