The Stability And Democracy For Ukraine Act,  developed by members of the House of Representatives from Republican and Democratic parties was submitted for consideration of the US congressmen, it is said in the press release published on the website of the House Foreign Affairs Committee.

The authors of this initiative propose to lift the sanctions from Russia only after the US president provides to the Congress the proof of restoration of Ukraine's sovereignty over the Crimea or if the situation is resolved  within the framework of certain international rules of procedure, and the decision will be recognized by the Government of Ukraine.

Along with this, it is offered to reject any forms of recognition of the peninsula, its air space and territorial waters as a part of Russia, Gazeta reported.
