If the Organization for Security and Co-operation in Europe (OSCE) Minsk Group Co-Chair countries (Russia, US, and France) are unable—or do not wish—to fulfill the three preconditions which Armenia has posited for the resumption of negotiations, Armenia and Nagorno-Karabakh will be free in their actions.

Masis Mayilyan, Chairman of the Nagorno-Karabakh Republic (NKR/Artsakh) Security and Foreign Policy Public Council and NKR former Deputy FM, told the aforesaid to Armenian News-NEWS.am.

He noted this reflecting on the observation that the OSCE Minsk Group Co-Chairs made no targeted statements accusing Azerbaijan, and this became a reason for the continuing aggression of Azerbaijan.

In his words, now the most important task is the maintenance of peace.

“And all our efforts should be directed towards it,” Mayilyan stressed. “It is known that the authorities of Armenia have posited three conditions. If these minimum conditions are met, I believe it will be possible to start a dialogue. But in this case, the NKR shall become a full party to the talks.”

Also, as per Masis Mayilyan, new approaches are needed.

“That is, the OSCE Minsk Group Co-Chairs need to make new, more realistic proposals, since we saw that the previous proposals were giving some hope to Azerbaijan,” he added.
