YEREVAN. – A document, which is prepared for being signed soon between Armenia and Azerbaijan, cannot yet exist. 

Minister of Foreign Affairs Edward Nalbandian stated the aforesaid during his report at Thursday’s joint session of the National Assembly committees, and regarding the “performance” of the 2015 State Budget of Armenia.

Nalbandian noted that the arrangements of the Karabakh conflict parties are those that were publicized in the trilateral statement. He said this statement did not become five-sided, since Azerbaijan refused to join it.

The Armenian FM stated that the next phase of the talks will take place in June, but their venue is yet unknown. He added that conditions are needed to resume negotiations.

“They are not preconditions by Armenia,” the FM said. “It’s about the necessary conditions for negotiations, (…) and the obligations which the parties have assumed.”

In his words, in early June, the Organization for Security and Cooperation in Europe (OSCE) Minsk Group co-chairs are expected to hold separate meetings with the leaders of Armenia and Azerbaijan.

“The achieved agreements don’t put meeting format restrictions,” Edward Nalbandian said. “If all the conditions are set, such a meeting could take place. (…) The objective of negotiations is to develop new directions and principles for a settlement [of the conflict].”
