YEREVAN. - Foreign Defense Minister of the Nagorno-Karabakh Republic (NKR) Samvel Babayan has returned to serve certain political force, Head of Modus Vivendi analytical center, Ara Papian, told Armenian News – NEWS.am Friday.
In his words, when large political shifts are taking place, the war being one of the provoking factors, all the acting and former political forces activate for different reasons: someone wants to serve the homeland, while others are trying to take advantage of the formed situation for restoring their former positions.
“In my opinion, Samvel Babayan couldn’t stay on sidelines, since he played a great role in Karabakh War. Now certain people will try to gain influence over certain wing of the army. I think his return to Nagorno-Karabakh was conditioned by this,” Papian noted.
Touching on the political perspectives for Samvel Babayan, he noted that he has no special expectations from latter’s participation. “I don’t think he will be allowed to become an independent player. He has been brought with the aim of serving specific political power,” Papian stressed without ascertaining which political power he was implying.
Samvel Babayan, himself knows very well that he is no longer able to be an independent player, he noted: he has no political power. “Although he has established his own party, he has no financial possibilities, having been out of the game for a long time,” Papian said.
But at the same time, the expert stressed that Babayan will be quite an influential factor in the general game, especially in terms of the army.
Earlier, the representatives of “Samvel Babayan: Return” civic initiative disseminated a statement, which reads: “Founder of the Nagorno-Karabakh Defense Army, foreign NKR Defense Minister and Major General Samvel Babayan has returned to Armenia. His experience and skills can play an invaluable role today.”
Babayan was in Moscow recently. Upon arriving in Yerevan, he has so far given one interview, in which he called the situation after the April events as worrisome. Babayan promised to speak more thoroughly in near future. “I’ll leave for Karabakh in several days, since I see my key mission of returning exactly there,” he noted.
