YEREVAN. – The Organization for Security and Cooperation in Europe (OSCE) Minsk Group co-chairs have lied in saying that they have no mandate to determine which side was the aggressor in the four-day war in April. 

Founder and Director of the Armenian Institute of International and Security Affairs, political analyst Styopa Safaryan, stated the abovementioned at a press conference on Tuesday.

“They [i.e. the co-chairs] represent the OSCE,” said Safaryan. “The OSCE has mechanisms, and the OSCE allows those representing this organization to make use of this mechanism.”

In the analyst’s words, the OSCE has clearly-stipulated mechanisms for fact-finding missions, and mechanisms for peaceful settlement of disputes.

“Why was all this not used in what happened with Artsakh [i.e. Nagorno-Karabakh]?,” asked Styopa Safaryan.
