The sole specific proposal that is on the negotiation table regarding the Karabakh conflict is as follows: The Armenian side shall return territories to Azerbaijan, for a status of Nagorno-Karabakh, Russian political scientist Aleksandr Khramchikhin told Armenian News-NEWS.am.

Reflecting on the statement by Ambassador James Warlick, the US Co-Chair of the Organization for Security and Cooperation in Europe’s (OSCE) Minsk Group, who announced that the residents of Armenia and Azerbaijan are working on very major working proposals, the analyst noted:

“I don’t know what proposal that is, and it’s very hard for me to assume if it’s not only the repetition of the same proposal, according to which the Armenian side shall return territories to Azerbaijan, for a status of Nagorno-Karabakh, to which Azerbaijan shall apparently agree.

“But I don’t think that this is a status with a high level of sovereignty, though no one has said that Azerbaijan agrees to even a low level of autonomy. I can’t imagine that the Armenian side will voluntarily agree to that.

“But in reality, it [i.e. the aforesaid proposal] isn’t expedient either for Armenia or Azerbaijan, for a variety of reasons. (…) the parties’ positions are mutually exclusive.”
