YEREVAN. – Implementation of the elements of the Karabakh settlement on the return of refugees and internally displaced people is unrealizable because of Azerbaijan, Modus Vivendi Center Director and political scientist, Ambassador Ara Papyan stated at a press conference on Wednesday.
He stated that Azerbaijan has been sowing hatred against Armenians for decades.
Papyan said that this is obvious as people having Armenian surnames are not allowed to arrive in Baku.
