Speaking at the John Hopkins University, Efthymiou said that not a single institution has such in-depth knowledge of the region and ties with people as OSCE does. He also stressed OSCE’s possibilities while resolving international conflicts.

According to him, the OSCE is also the only and the most useful platform for Russia - NATO dialogue. He deems that relations between Russia and U.S., EU, as well as Russia and NATO should transfer from competitiveness to constructive cooperation.
