YEREVAN. - There are no prerequisites for positive resolution of Karabakh conflict by the end of this year, which is the consequence of unconstructive position of Azerbaijan, said head of central Hay Dat (Armenian Cause) office, member of ARF Dashnaktsutyun Giro Manoyan.

According to him, in the context of forthcoming presidential elections in Russia the process of Karabakh conflict settlement will be somewhat frozen and will resume after the elections.

Manoyan argues that that the meeting in Astana was not successful and the fact that Presidents Medvedev and Sargsyan did not have a separate meeting prompts that Medvedev-Aliyev meeting was not successful either.

“For all that the media did not speak about Medvedev-Sargsyan meeting, we should not rule out that the presidents nevertheless met. Russian president is interested in positive settlement of the conflict however he lacks affirmative preconditions,” said Manoyan.

He mentioned that Medvedev’s new proposal to the sides is still unknown, although the first responses to it have been negative.

“It is obvious that Medvedev’s proposal should be identical with that of OSCE Minsk Group co-chairs. It is also obvious that the main obstacle to the settlement of Karabakh conflict is Azerbaijan’s non constructive position. If official Baku agreed to Karabakh’s independence, the conflict would be solved.”
