YEREVAN. – Armenia's four non-ruling parliamentary forces – Prosperous Armenia, ARF Dashnaktsutyun, Armenian National Congress and Heritage – presented 12 demands to the authorities during the parliament's session on Tuesday.
The document contains the following provisions:
1. To eliminate mandatory element of the cumulative pension plan, to return the collected payments, to form a new system on voluntary basis;
2. To review system of the red lines and cameras on the streets, to bring municipal budget share to 75%, maximum amount of fines cannot exceed 10 percent of the minimum wage;
3. To reduce turnover tax rates three times at least;
4. To double subsidies for loans provided for agricultural production and irrigation water;
5. To turn foreign currency loans for agriculture into AMD loans;
6. To confirm a project to restart operations of Nairit rubber plant and pay off the salaries;
7. To exclude sale of property belonging to Vorotan hydro electric power plant without the consent of the National Assembly;
8. To exclude increase in transportation fares;
9. To adopt legislation package to eliminate monopolies;
10. To amend Electoral Code to hold elections a 100-percent proportional election system, to publish voter lists;
11. To ensure adoption of the legislation package on opposition;
12. Not to sign any document providing for a customs checkpoint between Armenia and Nagorno-Karabakh.
