YEREVAN.- The acting head of OSCE Yerevan office Carel Hofstra is aware of the disputes regarding proportional and majority election system in Armenia, he said at a Thursday press conference.

A bill on shifting to 100% proportional system is introduced in the National Assembly by Heritage and ARF Dashnaktsutyun parties. The coalition parties are opposing the bill.

Speaking to the journalists, Hofstra said he is aware of heated debates. According to him, the issue on election system is raised in Europe as well.  

The OSCE representative said that perfect elections do not depend on election system, adding that the experience shows that reforms made ahead of elections do not have a positive effect.
