Former deputy parliamentary speaker Arpine Hovhannisyan has addressed the optimization of public servants on her Facebook page, stating that Armenia’s Prime Minister Nikol Pashinyan touched upon the issue during the question-and-answer session with government officials at the National Assembly yesterday.
Arpine Hovhannisyan particularly wrote the following:
“As expected, during the question-and-answer session with government officials yesterday, Prime Minister Nikol Pashinyan not only failed to apologize to the citizens of the Republic of Armenia whom government officials had labeled as people who don’t create additional results, but also failed to explain what he meant by “additional results”. Therefore, the following questions remained unanswered:
What standards of assessment will the additional results be based on?
Is there a standard that will allow to decide whether the Prime Minister, the Deputy Prime Ministers and ministers create additional results or not?
How will the additional results of, say, the defense and social protection sectors be determined? What will be the methodology?
What will be the clear-cut and predictable formula that would allow to determine whether a lawyer or accountant “not creating results” create or have ever created results before firing those people?
However, the Prime Minister’s approach to this was very interesting from another perspective. It turns out that people who are truly well-established will be removed from office, not those who don’t create “additional results”.
Since the Prime Minister didn’t have the answers to these questions, and I assume he never did, he gave the easiest answer, stating that this doesn’t concern people who don’t create additional results, but people who don’t create any results at all, meaning idle people.
Moreover, it turned out that the extreme is the layoffs of only 10,000 citizens, but the layoffs of, say, 9,000 citizens are observed among the up to 10,000. Yesterday’s question-and-answer session was also noteworthy in that the Prime Minister disclosed the formula for determining people who don’t create results. “People who don’t create results” are those who have been linked to the former authorities in any way.
This will soon be the only method through which a public servant to be removed and not creating a result will be dismissed.
Moreover, the Prime Minister’s manipulations, his attempts to throw the blame on the Republicans again and his concerns were due to the fact that he knew very well that he had already OFFICIALLY agreed with the Deputy Prime Minister and Finance Minister and, based on the agreement, he had given assignments to ALL public administration bodies to dismiss undesired public servants by all means.
P.S. It is time for you to finally understand that you are the Prime Minister of not only the revolutionaries, but also the “anti-revolutionaries”. You are obliged to care for the welfare of EACH AND EVERY CITIZEN OF THE REPUBLIC OF ARMENIA”.
