Germany and France have proposed a roadmap for reforming the European Union, DW reported referring to a related working paper.

It describes the process of community reform with the participation of all EU structures, experts and representatives of civil society, designed to make Europe even more united and sovereign.

During the first phase - from February to July 2020 - it is planned to discuss the democratic function of the EU. The discussion will focus on candidates for elections to the European Parliament, as well as on strengthening the role of individual citizens in making pan-European decisions. It is planned to discuss security and defense policies, as well as problems in the field of digitalization, climate change, migration, equality, the principles of the rule of law and European values, as well as trade policy.

In the first half of 2022, when France will chair the EU, a conference is scheduled to take place to summarize the results of both stages. The plan has already been submitted to all EU member states and should be one of the topics for the meeting of EU ambassadors on November 27. If the proposal is supported by most countries, it will be discussed at a EU summit in mid-December.
