Since 1988, there was no solution of the Artsakh issue on the basis of the principle of self-determination of nations, this is the formula for resolving the Artsakh issue, and during all this time Azerbaijan has always tried to move the issue to the field of territorial integrity, which is unfavorable for Armenia, the second president of Armenia Robert Kocharyan said in an interview with three channels.

“In that field, within that principle, there is no direct solution to the issue...My concern is conditioned by the fact that the impression is that now it is not clear on what principles the current government of Armenia sees the solution. I do not understand what "Artsakh is Armenia and that's it" means. I understand that it has some allegorical significance for this government of Armenia, but, in fact, Artsakh has turned into the status of a region of Armenia. And when it is said at the same time that a solution is needed that will satisfy all parties to the conflict, I try to understand how we combine the "Artsakh is Armenia and that’s it" formula with a solution that can satisfy all parties to the conflict... It is obvious that Azerbaijan does not give up Karabakh, Azerbaijan and the government in any way, and no statement from the society gives such hope. By the way, I have not heard any statement from Azerbaijan since 1988 that, in the end, Karabakh can self-determine and have an independent statehood. There was no such thing. Now, with the resolutions put forward by the government, either Karabakh must abandon the idea of independence or Azerbaijan must agree to Karabakh's independence...I do not see such an intention in Azerbaijan, nor do I see such an intention in Karabakh...Because we give the co-chairs an opportunity to have a wide corridor of improvisation. And, by the way, it is not accidental when the circumstance of the representative of the Azerbaijani community was revived, and also, in my impression, it is not accidental that the words of the Nagorno Karabakh Republic and the NKR people are not in the new security strategy of Armenia.“

“For two years, the government has been emphasizing an important factor: the representative of Artsakh must take part in the talks and Armenia will not take part in the talks until the representative of Artsakh participates,”Robert Kocharyan said. “Are we talking about statements or facts now?”

“The legal bases for the formation of the Artsakh Republic are invulnerable.

The 2nd President of Armenia considers it possible to return to the main strategy of the problem settlement.

“I do not think it is possible to bring it back without losses...but to say that a return is not possible is not true. I think, the government has started to understand something, at least the reaction to the events in Tavush shows that they have started to understand something.”

According to Robert Kocharyan, Aliyev's statement that he does not see the point of continuing talks with Armenia should not be considered a tragedy.

“Negotiations are better than war, this is a well-known truth.“

“Today, in all issues, the authorities want to start from scratch, but you have probably noticed that in all these issues they return to the point from which they accepted the government. The desire to be original is not appropriate and will not lead to a good place, starting from a new page will definitely not lead to a good thing,” he said.
