Minister of Foreign Affairs of Armenia Zohrab Mnatsakanyan on Thursday had a telephone conversation with United Nations Secretary General Antonio Guterres, the Foreign Ministry informed Armenian News-NEWS.am.

The Foreign Minister informed the UN Secretary General about the situation created as a result of the unprecedented large-scale aggression unleashed by Azerbaijan against Artsakh (Nagorno-Karabakh). In this context, the Minister expressed his deep concern over the deliberate targeting of the civilian population and infrastructure of Artsakh by the Azerbaijani armed forces.

During the conversation, Minister Mnatsakanyan also noted that Azerbaijan still does not fulfill the October 10 agreement reached at the ministerial level on the ceasefire and continues to target the civilian population, causing human losses.

Minister Mnatsakanyan also stressed the inadmissibility of Azerbaijani provocative actions against the sovereign territory of Armenia.

The Foreign Minister expressed deep concern over Turkey's involvement in the aggression unleashed by Azerbaijan—and which is manifested in its direct military participation and the transfer of foreign armed terrorists from the Middle East to Azerbaijan, which poses a serious threat to regional security and peace.

According to Minister Mnatsakanyan, Azerbaijan's actions further emphasize the existential threat against the people of Artsakh and make it imperative for the international community to make active efforts—including through the recognition of the Artsakh people's right to self-determination and exercising of their right to live freely and with dignity in their historical homeland—to neutralize this threat.

Presenting the humanitarian situation in Artsakh, Armenia’s Foreign Minister attached special importance to the immediate provision of access to humanitarian aid by the UN and its relevant bodies on the ground, to alleviate the sufferings of the Artsakh civilian population and address their priority needs in accordance with the UN goals.

The UN Secretary General, in turn, expressed concern over the latest developments in the Nagorno-Karabakh conflict zone, and stressed the importance of the immediate cessation of hostilities and the resumption of talks on the settlement of the conflict.
