The USA is ready to negotiate with Russia a mutual agreement on the deployment of land-based missiles or combat forces in Ukraine, according to documents published by the Spanish newspaper El Pais.

The documents, which the newspaper claims are Washington and NATO's response to Russia's recent security demands, also outline possible measures to limit military incidents and assure Moscow that Tomahawk missiles are not installed in Romania and Poland.

The documents said that NATO always sought peace, stability and security in the Euro-Atlantic region and Europe. El Pais did not tell how it received the documents.

The documents were handed over to the Kremlin last month amid a diplomatic push to ease tensions between Moscow and the West over Ukraine.

"We firmly believe that tensions and disagreements should be resolved through dialogue and diplomacy, not through the threat or use of force," the documents published by El Pais said.
