Libyan officials returned to the Egyptian capital on Sunday for a third round of talks on constitutional amendments to the elections, AP reported.

The talks in Cairo are taking place amid clashes between warring militias that have sent residents in the Libyan capital Tripoli into a frenzy and revived the nightmares of previous clashes in the chaotic country.

Lawmakers from the Libyan Parliament in eastern Libya and the Supreme Council of State, an advisory body from western Libya, have launched UN-brokered talks amid concerted international pressure on both houses to put their disputes aside and agree on a legal basis for the election.

During the previous two rounds of negotiations, the parties reached an initial consensus on 137 articles of the constitutional draft, including on rights and freedoms. They will continue to discuss several controversial articles about the legislature and judiciary, Williams said.

A dispute over the constitutional framework of the elections was among the main issues that prevented the planned national elections in December from taking place.
