The time will come, we will elaborate on what we meant when we made that statement. Armenia's third President Serzh Sargsyan told this to reporters Thursday outside a Yerevan court—and addressing the question of what he meant by saying that the Artsakh (Nagorno-Karabakh) “chapter” is not closed.

Commenting on the matter of the return of Artsakh Armenians to their homeland, Sargsyan said that this should be asked to the Artsakh Armenians themselves.

"Each of them should say under what conditions they are ready to return to Artsakh. That the return is desirable, that's for sure; but there must be appropriate conditions there. What kind of conditions, I can't say now, without knowing, without studying their opinion," said Armenia's third president.

As for European Council President Charles Michel’s statement that the constitution of Azerbaijan should be relied upon to ensure the conditions for the return of Artsakh Armenians to Artsakh, Serzh Sargsyan said that this cannot be a guarantee.

"We have heard such words a lot; it is simply zero guarantee," added the ex-president of Armenia.
