From 18-29, March, Kingston (Jamaica) is hosting a session of the Council of the International Seabed Authority (the Authority), designed, in accordance with the 1982 UN Convention on the Law of the Sea, to regulate the activities of states in the deep seabed in areas not subject to the national jurisdiction of coastal states. A statement by the Russian Foreign Ministry states. 

During the session, the Russian delegation declared non-recognition of the external boundaries of the continental shelf unilaterally declared by the US in December 2023 beyond 200 nautical miles from the baselines from which the width of the territorial sea is measured in seven areas of the world ocean. Thus, the United States is unilaterally attempting to reduce the seabed area under the jurisdiction of the Authority, that is, the entire world community, and to acquire additional areas of the shelf for its own use (about 1 million square kilometers).

The unilateral steps taken by the United States do not comply with the rules and procedures established by international law. The Russian delegation criticized the selective approach of the United States to the use of the norms of international law with emphasis on its rights and complete disregard of its obligations and rejected Washington's further attempts to use the norms of the 1982 Convention solely to serve its own interests.

Earlier, a corresponding bilateral demarche had been sent to the United States of America.
