YEREVAN. – There is the impression that Armenia has some reservations regarding the Russian proposal, and which is why it puts the stress on the matter of the introduction of oversight mechanisms, which Azerbaijan refuses; Azerbaijan wants to at once transition to the negotiations’ agreement to which it does not seem to be against, in which we became convinced when [Azerbaijan President Ilham] Aliyev spoke about Karabakh autonomy, and pressures.

German political scientist Uwe Halbach told the aforesaid to 168 Zham (Hour) newspaper of Armenia, as he reflected on the information conveyed by Russian Foreign Minister Sergei Lavrov, and US co-chair of the Organization for Security and Co-operation in Europe (OSCE) Minsk Group, Ambassador Richard Hoagland.

Halbach recalled Lavrov’s comments on Azerbaijan’s potential accession to the Eurasian Economic Union (EAEU) which comprises Armenia, Russia, Belarus, Kazakhstan, and Kyrgyzstan.

He said is known that some Azerbaijani circles were attempting to circulate this matter in negotiations with Moscow, to get Russian support in the settlement of the Nagorno-Karabakh conflict. Halbach added that Armenia might be taking into account this possible detail of the “Karabakh trade,” and for that reason refusing to negotiate on the Russian proposal.
