I believe the Obama Administration should have acted earlier and more forcefully to deter and punish Russia when it became clear the Russians were interfering in our elections. California has acted in the past to prohibit new investments by its pension funds in sectors that are inimical to our state’s values. TrumpCare 2.0, the “health care” bill proposed today by Senate Republicans, was said to be slightly less catastrophic and have a little bit “more heart” than the health care bill passed by the House last month. This bill defunds Planned Parenthood, cuts Medicaid even more than the House bill and removes the essential health benefit requirement. In midsummer of last year, we knew the Russians had hacked our democratic institutions. The barbaric treatment of Otto Warmbier by the North Korean regime is tantamount to murder. The North Korean regime has shown once again that it is willing to treat Americans who visit their nation as hostages to extract concessions from the United States. That’s why I’m urging Congress to pass the bipartisan North Korea Travel Control Act. With every new presidential tweet, they are trying to besmirch the good name of Special Counsel Bob Mueller -- a man who has faithfully served presidents of both parties. There is certainly enough evidence to open up a case, and it should be left to Mueller to fully investigate claims of obstruction and collusion during the election. Finally, it's been suggested that President Trump should be held to a different ethical standard than past presidents because "he's new at this." Today, the Trump Administration announced that while it will keep the Deferred Action for Childhood Arrivals initiative (DACA) in place, they are rescinding Deferred Action for Parents of Americans (DAPA), which protects parents from deportation. Ironically, this action is being taken during Immigrant Heritage Month, a time when we celebrate the profound contributions that immigrants have made to our economy, our culture and our nation’s character. Today's decision is a setback to efforts to keep families united and find a responsible path forward on comprehensive immigration reform. With the country transfixed on Director Comey's testimony yesterday, House Republicans passed a bill to dismantle Dodd-Frank, the landmark measure passed in 2010 to prevent another financial crisis and ensure American taxpayers are never again called on to bail out Wall Street. I voted NO, as did every other Democratic member. This ill-considered and partisan bill does nothing to help the average American, but instead dismantles important pieces of Dodd-Frank, all to enrich Wall Street at the expense of consumers. It also guts the independence and essentially ends the Consumer Financial Protection Bureau (CFPB), which has helped 29 million consumers receive nearly $12 billion in compensation when they've been overcharged or otherwise exploited by financial institutions. First, Comey testified that he was directed by the President of the United States to drop a case involving his National Security Advisor. Second, Comey believed that he was fired by the President in order to alter the course of the Russia investigation. Third, the President cleared the room, asking everyone else to leave, before having these deeply improper discussions. Former FBI Director Jim Comey's testimony tomorrow should flesh out two main areas of concern raised by the written statement he released today. First, the President sought to obtain a pledge of loyalty from the Director of the FBI during a conversation that centered on whether the Director would be able to keep his job. We need to continue building out the earthquake early warning system across the West Coast before the “big one” hits. Yesterday, Dr. Lucy Jones and I held a press conference to call on the Administration to support the system, which was defunded in the President's 2018 budget request. The cost of the system pales in comparison to the potential cost in lives, and to businesses, homes, and critical infrastructure, if a major earthquake hits without warning. Cutting funding off now would threaten life, property, and critical infrastructure. With continued funding, the system will be ready for a limited public rollout by next year. The allegations raised about Jared Kushner, which I cannot confirm or deny, are serious and our committee will be interested in hearing from him at the appropriate time. To seek to establish a secret back channel with the Kremlin out of their own diplomatic facilities, if true, would raise a host of troubling questions. This is particularly the case given the context, in which the Russians had just helped the Trump campaign by hacking Democratic Party emails and publishing them. Moreover, if such a conversation took place and Mr. Kushner did not disclose it during his security clearance review, that raises additional concerns that will need to be addressed. After years of educating the public and Congress to the benefits of the earthquake early warning system, we have been able to deliver $23.4 million in federal funding to help build out an early warning system across the West Coast. Today I introduced legislation to restrict travel to the Democratic People’s Republic of North Korea (DPRK). In recent years, there has been an increase in tourist travel to the DPRK by citizens of Western countries, including the United States. With increased tensions in North Korea, the danger that Americans will be detained for political reasons is greater than ever. In addition, these visitors bring with them much needed foreign currency, especially valued in a country facing extensive international sanctions for its illegal nuclear weapons and ballistic missile programs. The North Korea Travel Control Act requires the Treasury Department to issue regulations requiring a license for transactions related to travel to, from, and within North Korea by American citizens. It also provides that no licenses may be issued for tourist travel. Given North Korea’s continuing destabilizing behavior and their demonstrated willingness to use American visitors as bargaining chips to extract high level meetings or concessions, it is appropriate for the United States to take steps to control travel to a nation that poses a real and present danger to American interests. The decision to appoint a special counsel is a very positive step forward. Bob Mueller is a respected former Director of the FBI who knows the Bureau inside and out, and enjoys a superb reputation among members of both parties. His appointment will help reestablish public confidence that the FBI investigation into the Russian active measures campaign during the presidential election and any involvement of U.S. persons will be thorough and any prosecutorial decisions that result are based on sound and independent judgment. The appointment of a special counsel is not a substitute for a vigorous investigation in Congress and the House Intelligence Committee will take steps to make sure our investigations do not conflict and ensure the success of both efforts. On Tuesday, President Trump hosted Turkish President Erdogan at the White House. Casting aside concerns about human rights abuses and the suppression of free speech in Turkey, President Trump lavished praise on this increasingly autocratic leader. President Trump’s embrace of Erdogan is another in the line of similarly warm embrace of autocrats around the globe. Just hours after the meeting at the White House, Erdogan’s security detail violently assaulted Kurdish, Armenian, Ezidi and other peaceful protesters outside the Turkish Ambassador’s residence. While we’re still learning details about what occurred, disturbing videos show members of Erdogan’s security team turning on the protesters. The Administration has thus far been conspicuously silent on this incident, but it cannot go unanswered. There must be consequences for the individuals who attacked protesters exercising their First Amendment rights, and they should be identified and questioned before they leave the country. Assaults on freedom of speech, the press, and free assembly have become tragically commonplace in Erdogan’s Turkey. We must ensure that never becomes the case here at home. Today's allegations that the President urged Director Comey to drop the investigation of Michael Flynn are among the most disturbing to date. Following shortly on the heels of the President's admission that he raised his own potential liability at a dinner with the Director and at a time when the Director was concerned about keeping his job, the allegations paint an alarming portrait of a President potentially interfering with, or worse, obstructing, the progress of the Russia investigation. If there are notes of these meetings they should be provided to Congress immediately – subpoenaed if necessary – and Director Comey should be brought back to testify before Congress without delay. Finally, this report further strengthens the case for the appointment of a special counsel in the Russia investigation to ensure that prosecutorial decisions are fully insulated from any White House's effort to interfere. As we focus on international crises in the Middle East and the Korean Peninsula, we cannot ignore a mounting catastrophe so close to our own border. Venezuela used to be one of Latin America's most prosperous nations, but today it is marked by rampant violence, corruption, and severe food and medicine shortages. Thousands of protesters have taken to the streets, outraged by the economic collapse and the government’s increasingly authoritarian rule. Rather than address the severe economic and social problems crippling Venezuela, President Maduro has opted to circulate falsehoods, jail the opposition, detain journalists, and postpone elections. Despite fears of violence and government reprisals, the Venezuelan people continue their courageous struggle to restore democracy. Yesterday, Sally Yates helped provide valuable insights into the disturbing conduct that led to the firing of one of the Trump Administration's top officials. During her testimony, Yates notably informed Congress that she raised concerns about former National Security Advisor Michael Flynn's misstatements AND his underlying conduct, which she believed could make him susceptible to compromise by Russia. It was 18 days later when Flynn was finally removed from his post, and only after his lies became public. Here are the questions she could not answer: Why did President Trump wait until General Flynn's false assurances to the Vice President and others became public before removing him from his post? Was the President aware of any contacts or conversations that Flynn may have had with the Russians and did he approve them? Had his false statements not been made public, would Flynn have remained as National Security Advisor, despite Russian intelligence services holding information that could be used to influence or blackmail him? Throughout Democratic and Republican Administrations, the EPA has received wise counsel on potential regulations from an outside body of academic scientists - the Board of Science Counselors. Last week, the Trump Administration dismissed five academic scientists from the board and is now considering replacing them with the polluters and industry representatives that the EPA was created to regulate. Great news! The West Coast Earthquake Early Warning System will receive $10.2 million in the 2017 budget that Congress is expected to pass this week. This is even more funding than ShakeAlert received last year. Once the system is fully built out, it will provide people in California, Oregon and Washington with a warning - anywhere from a few seconds to a minute - before the earthquake hits. This is enough time to move under a desk, exit an elevator, slow a train, or stop a delicate surgery. It was an honor to welcome the Syrian White Helmets to my office today. The White Helmets began their work as neutral, civilian search and rescue first responders in Syria in 2012, and have saved countless lives following the indiscriminate bombing of civilian areas by the Assad regime and its Russian and Iranian allies. Before the civil war, the White Helmets came from all walks of Syrian life, and today have found a calling administering first aid to civilians wounded by barrel bombs, digging survivors out of the rubble of bombed buildings, or responding to chlorine and other gas attacks. I thanked them for their courageous work, which is a rare bright spot in the unrelenting bleakness of the Syrian civil war, and shared with them my deepest hope that we can achieve a negotiated end to the war so that they, and the millions of other Syrian people whose lives have been upended by war, may return to a peaceful existence. The veteran police officer and member of the LGBTQ Police Association is survived by his partner, Etienne Cardiles, who delivered an eloquent yet heartbreaking eulogy. Seventy years ago, Jackie Robinson played his first game for the Brooklyn Dodgers and made history as the first African-American in Major League Baseball. Although his baseball career began on the east coast, Robinson was a Pasadena native and a proud UCLA Bruin. This week, behind closed doors, President Trump quietly signed a bill into law that would make it harder for many people, including low-income women receiving Medicaid, to get the health care they need. The law would withhold federal funding from clinics that provide abortion services, depriving groups like Planned Parenthood of tens of millions of dollars. This affects the other services they provide, like birth control, cancer screenings and tests and treatment for sexually-transmitted diseases. Over 2.5 million people rely on Planned Parenthood every year and 40% of people report that it is the only health care provider they have access to. I stand with Planned Parenthood. I believe that there was a strong moral basis for taking action against Bashar Al-Assad's use of chemical weapons, but not without Congressional approval. Nor, for that matter, should President Obama have introduced troops into Syria and Iraq without an authorization to use force (AUMF) by Congress. For years I have been urging Congress to repeal the prior AUMF's passed after 9/11 and vote on this war. When we return, I will be re-introducing my legislation to authorize and set out the limits on the President's use of force. I also want to report that the House Intelligence Committee's investigation into Russian interference is back on track. We are close to agreeing on the first tranche of witnesses to call before the committee, and our work continues. Public broadcasting plays an important role in our society. Local PBS stations provide nonpartisan news services, life-saving emergency alerts, and help build social-personal skills in young children. PBS shows like Sesame Street and Arthur provide creative and educational entertainment without commercial interruption. The Corporation for Public Broadcasting supports over a thousand broadcast stations across the country at a cost of $445 million annually, or $1.35 per person. This is the only programming that many rural and under-served populations have access to, and the President's budget would cut this entire service. We must stand up and fight for public broadcasting. Late tonight, I was briefed by the Director of National Intelligence about the strikes U.S. forces made against an airfield in Syria believed to be the launching point of the recent chemical weapons attack. This strike will not hasten an end to the Assad regime, but it may deter its further use of chemical weapons. Nevertheless, this missile strike and the military action of our forces already in Syria, have yet to be authorized by Congress. I will be re-introducing an authorization for use of military force against ISIS and al Qaeda when Congress returns to session. Congress cannot abdicate its responsibility any longer and should vote on any use of force not made in self defense. This is necessary whether action is taken against terrorist groups or, as here, against regime capabilities. Finally, our concern for Syrian civilians should cause us to redouble our efforts to provide humanitarian relief to the millions of refugees who have fled their homes in the face of just the sort of barbaric attacks we have seen from the Assad regime this week. Heartbreaking to see reports that applications from international students are down at universities across the country. The perception of America may tragically be changing – many foreigners don’t see the U.S. as a welcoming place at the moment. International students worry about the risk of revoked visas, harassment at airports, and most importantly, their safety on campus. I will continue to do all I can to investigate Russia's interference in our election, regardless of any obstacles that are put in our way. But if our investigation is to be bipartisan and credible, we cannot have its Chairman taking supposedly pertinent evidence to the White House that he has not even shared with his own committee. I was honored to be asked to deliver the Democratic response to the President's Weekly Address today. Last year, and at the instruction of Vladimir Putin, Russian intelligence meddled in our election. Congress has a responsibility to investigate this and do so in a bipartisan – indeed nonpartisan – fashion. In addition, Congress should create an independent commission to follow the facts wherever they may lead. And the President needs to do his part too – and stop making baseless accusations of wiretapping against his predecessor. Such claims not only undermine his office, but present a real danger to the country. Today marks the first public hearing of the House Intelligence Committee’s investigation into Russian interference in our elections. At the outset of this investigation, we begin with circumstantial evidence of collusion between Russia and U.S. persons, and direct evidence of deception.
