YEREVAN.- The recent statement by the OSCE Minsk Group made Baku nervous, Russian expert believes.

Mikhail Alexandrov, expert at the Institute of CIS States, said the text contained notes making Baku discontent.

“In particular this concerns the part where Co-Chairs underscore ‘the need for the de facto authorities in NK to try to organize democratically the public life of their population’. The mediators do not recognize Nagorno-Karabakh as a state but there is a hint Azerbaijan must cope with the situation,” Alexandrov said.

In addition, the expert paid attention to the difference between the statements voiced by the Co-Chairs and U.S., EU, NATO and the allies.

“The Minsk Group, unlike the mentioned structures, includes representative of Russia. It is the first time that the world community is polarized on the Karabakh issue,” he added.

According to him, the West reasoned its position by the fact that presidential elections in Karabakh held in July 19 are damaging the peace process. The expert considers these arguments are absurd.

“Any democratic procedure should be welcomed regardless of the status of Nagorno-Karabakh. The West, apparently, would prefer to see military dictatorship there. Then they would declare the ruling regime is illegitimate and must be ousted. They were bombing Libya and Iraq for the sake of democracy. Now they want to turn a ready democracy into authoritarian regime,” he said.

The political analyst stressed the fact that Karabakh has democratic election and legal regime, while neighboring Azerbaijan – authoritarian regime of Aliyev. Under these conditions, the demand that the first country should be a part of the second is absurd.
