YEREVAN. – No solution, which will be accepted without the participation of Nagorno-Karabakh, can be viable.

Suren Zolyan, who is the co-author of the Armenian and Azerbaijani analysts’ “Lessons of Northern Ireland” report, told the aforesaid to Armenian News-NEWS.am.

In his words, the objective of this research paper was to find out the lessons that can be learned for the Karabakh conflict from the Northern Ireland peace process.

“Personally for me the most important lesson is that it is indispensable to ensure the stakeholder groups’ and all the conflicting parties’ participation in the negotiation process because even if some marginal groups do not participate in the process and their view is not considered, the reached agreements do not become viable,” Zolyan stressed.

As per the analyst, the other lesson is that any solution, which the politicians find, must receive the approval of the body politic.  

“In Northern Ireland this was done through a referendum. Therefore when a resolution is found to the Nagorno-Karabakh conflict, it is indispensable that there also be democratic mechanisms for the public expression of will,” Suren Zolyan concluded.
