YEREVAN: Constitutional reforms have become an imperative, Hovhannes Sahakyan, ruling Republican Party of Armenia (RPA) MP and Chairman of the Committee on State and Legal Affairs told Armenian News – NEWS.am on occasion of the 20th anniversary of the Armenian Constitution.  

Constitution, as the principle law of the country, must be more conservative than other laws, but even it needs to be changed over time. It was last time amended 10 years ago.

Responding to the question on who will become the Commander-in-Chief in case of a shift to the parliamentary system of governance, Sahakyan said that that question was fanciful.

“One should understand what functions the Commander-in-Chief has, who decides to declare a war, the parliament or not, etc. This issue was discussed in the Commission on Constitutional Reforms too; only a number of technical issues remain, so there’s nothing to worry about. Proposals have also been made with regard to the issue of the Commander-in-Chief and Security Council,” the MP said, adding that the parliament may be granted broad powers, including those of commanding, electing prime-minister, etc.

Sahakyan didn’t agree with the opponents of the parliamentary system, who say that if the president is limited by 2 terms, the head of the parliament will not be limited by any term.
