YEREVAN. - If Azerbaijan has oil capital, Armenia has human one, Prime Minister of Armenia Karen Karapetyan said at the meeting with voters in Yerevan’s Davitashen administrative district Friday. 

Responding to the question of a local schoolteacher, he said: “I worked in a sector close to oil for a long time [headed ArmRosGazprom, and then held high positions in Gazprom], thus I know this sector well enough. The development of many countries rich with hydrocarbon hinders for this very reason. There is even a concept of “resource curse.” Such countries never make it to the global happiness indexes. The countries, where conditions for labor and creativeness are created and where a man can realize himself benefitting the country, are on the lead there. Our capital for doing this is human,” the PM noted.
