In the first quarter of 2020, with the purpose of examining the violations that have been committed in Armenia between 1991 and 2018 and gathering information about those violations, Armenia will set up a Fact-Finding Committee that will be an extra-judicial, independent body and will be represented by reputable people in society to ensure engagement of various groups of society. This is stated in the draft decision of the Government of the Republic of Armenia “On approving the 2019-2023 Republic of Armenia Strategy for Judicial and Legal Reforms and its Action Plans” which has been posted on the Unified Website for Publication of Legal Acts’ Drafts.

According to the draft, the Committee will be set up by law that will define the procedure for formation, goals, areas of activity and powers of the Committee, as well as the peculiarities of the preparation of a report and other issues. The final outcome of the Committee’s activities is the publication of a report that will show the information that has been gathered by the Committee. Based on this information, in a report to be submitted to the National Assembly and the Government, the Committee will present an advisory opinion on the opportunity, forms, amounts and necessity of restoration of the rights of persons affected by those offenses, as well as the need and areas for institutional reforms.
