“The shaking was so strong I could hardly stand,” said the coast guard personnel Rayner Neil Elopre. According to him, many residents were leaving their houses in panic. The village leaders asked many residents to move to a high school building on higher ground. A power outage was registered in some areas near the epicenter; hundreds of people were evacuated.
