YEREVAN. – Parliamentary systems are more effective for countries that do not have democratic traditions, and an established civil society.

Deputy Foreign Minister Shavarsh Kocharyan told the above-said to reporters, after Thursday’s Cabinet meeting of the government of Armenia. He noted this reflecting on the view that parliamentary system of governance in Armenia will contribute to Azerbaijan’s taking harsh measures, since Armenia will no longer have a clear supreme commander-in-chief.

Kocharyan urged not to tie all that with the system of governance.

“Historical track-record has shown that parliamentary systems are more effective, from the viewpoint of establishment as well as the viewpoint of ensuring security, at least for those countries that don’t have democratic traditions, an established civil society,” he said.

In this connection, the Armenian deputy FM he brought Israel’s example noting that this country is surrounded by a hostile environment to it, but it is a “parliamentary” country, whereas its neighboring countries—“presidential.”
