YEREVAN.- While the representative of Karabakh is not sitting at the negotiating table, I do not believe that a solution to the problem will be discussed, Executive Director of International Center for Human Development (ICHD), political analyst Tevan Poghosyan told Armenian News - NEWS.am, commenting on the last meeting of the foreign ministers of Armenia and Azerbaijan.

In response to the remark that Prime Minister Nikol Pashinyan noted  about the impossibility of holding talks on behalf of Karabakh without the participation of a representative of Stepanakert, but at the same time several meetings with the participation of the foreign ministries of Armenia and Azerbaijan have been held, Poghosyan noted:"Thousands of other issues can be discussed: regarding security, problems of refugees, contacts between representatives of civil society, and so on. In this regard, the authorities did not move away from their statement that Nagorno-Karabakh should return to the negotiating table. ” The expert expressed the conviction that if we are talking about the status of Karabakh, then it cannot be determined without the participation of Stepanakert.
