YEREVAN. – This operation contains elements of criminal prosecution against an untouchable official. Constitution specialist Aram Vardevanyan said this in a conversation with journalists outside the Constitutional Court (CC) of Armenia.

“The person does not matter to me here; this building gives me cause for concern and worry,” he added. “When there are press reports about the CC, in fact, right after the signing of the unconstitutional law that the SIS [Special Investigation Service] and the NSS [National Security Service] are in the CC. How many European countries do you know when representatives of SIS and NSS enter the CC? The CC is a body above the authorities; it is higher than even from any branch of state power. How can the SIS be so easily enter the CC? ”

And referring to the law on early retirement for the serving judges of the Constitutional Court, Vardevanyan said that the law lacks the principle of volunteerism.

"The fact that they [these judges] have a month [to decide whether to go on early retirement] is already a testament to the obvious lack of volunteerism," he explained. "It should have been: 'High court, if you want, you can also use this opportunity.' When that draft is sent to the Venice Commission, it clearly states, 'Please, edit and send back;' but it is not sent back. And the Venice Commission also expressed this concern. But if all seven [current CC judges] resign and everybody will decide not to work and to get money at the expense of taxpayers. [CC most recent judge] Vahe Grigoryan's election lasted a year. Can you imagine what the election of 7 judges will be like? This is just a phenomenon that interferes with the dignity and self-esteem of the CC judges."
