During a press conference today, President of Artsakh (Nagorno-Karabakh) Arayik Haroutyunyan said the presidential apparatus won’t be exaggerated and that the number of cars will be cut and pointless expenses will be optimized starting from January 1, 2021.

Haroutyunyan added that the government has added the Ministry of Territorial Administration since reforms need to be made in the sector of territorial administration and there is a need to change the model of governance.

As far as rumors about the possible establishment of dual power in Artsakh are concerned, taking into consideration the factor of Secretary of the Security Council Samvel Babayan, Haroutyunyan said the following: “Dual power in Arstakh is ruled out. I offered to increase the number of employees of the Security Council. I have given extensive assignments to optimize the public administration system and to explore and consider the effectiveness and strategic programs of different services. Since the leader of the country is a sole leader, the Security Council will also serve as an advisory body,” he said.
