The Armenian PM Nikol Pashinyan said that as of 2018, the Karabakh issue was at an impasse, the only way out was to surrender the territories.

According to him, back in 2011 in Kazan, Armenia was ready to surrender 7 regions in exchange for a referendum on the interim status of Karabakh, but Azerbaijan did not agree and put forward new demands.

"A video confirming this has been posted on the network," he said.

"By the way, there is no Shushi issue in these new requirements, because this issue was also resolved according to the Madrid principles, which the Armenian side accepted in 2007 as a basis for talks. It clearly states that the population of Nagorno-Karabakh should have the same proportionality as in 1988," the PM added.

"So this situation has developed in our country since 2011, while since 2013 Azerbaijan has resorted to military exacerbations. The escalation in 2013-2015 with the logic of sabotage actions reached its peak, and in April 2016 there was a 4-day war."

"Azerbaijan formulates the above requirements, regardless of what document was proposed at the negotiating table by the OSCE Minsk Group co-chairs. Azerbaijan's demands and their fulfillment by the Minsk Group co-chairs are becoming something of a priority."

"As of 2018, the Karabakh issue was at an impasse, the only way out of which was the surrender of territories, with no guarantees that Azerbaijan would not put forward new demands. And in the context of these new demands, there would again be a high probability of war."

"The war could have been stopped earlier: the price for an early end to the war would have been the same: the surrender of seven districts. If the surrender of three districts amid the loss of Shushi and the mortal danger hanging over Stepanakert is a betrayal, wouldn’t the surrender of 7 districts under relatively good conditions be a betrayal?"
