Human Rights Defender of Armenia Arman Tatoyan today posted the following on his Facebook page:

“International Azerbaijani-language media outlets have also started touching upon the statements of the Human Rights Defender of Armenia on the fact that the process related to borders in Syunik Province is a violation of the rights of residents. This also concerns the inadmissibility of the presence of Azerbaijani Armed Forces, panels and flags.

In response to the statement by the Human Rights Defender of Armenia, BBC’s Azerbaijani Service has made its own comment stating that the Azerbaijani authorities haven’t responded to that “allegation”. With this, an attempt has been made to justify that the statements by the Human Rights Defender that the rights of borderline residents of Syunik Province of Armenia have been violated or been endangered due to the process related to borders, are groundless.

Once again, the Human Rights Defender of Armenia persistently states that the process linked to the borders with Azerbaijan in the Syunik and Gegharkunik Provinces of Armenia doesn’t arise from rule of law and contradicts the foundations of international law, is proved with gross violations or serious risks of gross violations of the rights of residents of villages that have become borderline villages in those provinces.

In any case, the main logic is that the process of determining the borders can’t undermine the conditions of normal life of the residents of borderline settlements and can’t violate their rights.

Here the issue concerns not only the rights of people to their homes and lands, but also to water resources and vital communication means, etc.

All the possible damages that people or businesspeople might suffer must be calculated, and all this must also become a subject for discussions and negotiations in the international arena.

There can’t be the emergence of conditions for people that undermine their normal life in their permanent residence just because their rights haven’t been taken into consideration due to some process linked to borders.”
