Former commander of the Artsakh Defense Army Jalal Harutyunyan is accused of negligent attitude towards his official duties, which caused grave consequences - huge losses of manpower and military equipment, positions. This is stated in the report of the Investigative Committee of Armenia.
The press release describes in detail episodes, confirming the negligence of the former commander of the JSC. In particular, on October 6 it was decided to launch a counterstrike on the area of N. J.A., being an individual commander, being responsible in peacetime and during the war for constant combat and mobilization readiness of the military unit (sub-unit) entrusted to him, successful execution of combat tasks of the military unit (sub-unit), being obligated to provide the necessary preconditions set forth in the combat regulations for counterattack, showed a careless attitude toward service, that is, by giving the enemy both quantitative and qualitative advantage in the entire perimeter of the defense zone at a ratio of 1 to 5, including air advantage on October 7. As a result, the units suffered heavy losses of equipment and manpower (20 soldiers died, of the 44 tanks involved in the mission, 19 were shot down, out of 29 BMPs - 3), reserve units could not engage in combat.
Continuing to show a negligent attitude to the performance of his duties, Lieutenant General J.A., after the failure of the army counterstrike, on the same day decided to conduct raid operations and with the forces of two military units formed a group significantly inferior to the forces included in the counterstrike of October 7, but, in fact, the units were given the same combat mission as the October 7. This task was postponed and then cancelled due to intense enemy action.
On September 2 J.A. was charged with two episodes under part 3 of Article 376 of the RA Criminal Code adopted on April 18, 2003 (corresponds to part 3 of Article 550 of the acting RA Criminal Code), on the same day a travel ban was imposed on the latter and his powers were suspended. The investigation continues.
