Armenian Prime Minister Nikol Pashinyan is keen to hold a referendum on constitutional amendments in March-April 2023, Past writes, citing its sources. "The relevant agencies have been instructed to make preparations. The Venice Commission has already sent an opinion on the main proposals, which indicates that there are quite controversial, even anti-constitutional provisions.

However, Pashinyan told his associates that only he decides when and with what changes the referendum will be held. No matter how much some circles insist on a transition to a semi-presidential form of government, Pashinyan has decided that the parliamentary system should continue to operate in Armenia," the newspaper notes.
