We have prepared an extensive petition-analysis addressed to the Special Adviser of the UN Secretary General on the Prevention of Genocide. Ruben Vardanyan, former Minister of State of Artsakh (Nagorno-Karabakh), wrote this on Facebook.

He wrote as follows: "Taking into account the fact that during the war of 2020, after it, and in the conditions of the already hundred-day blockade [of Artsakh by Azerbaijan], the people of the Artsakh Republic face a serious existential challenge, as well as the fact that Azerbaijan's state policy is aimed exclusively at de-Armenianizing Artsakh, including by way of organizing and implementing genocide:

“together with the legal team led by Taron Simonyan, we have developed a comprehensive (more than 120 pages) petition-analysis addressed to the Special Adviser of the UN Secretary General on the Prevention of Genocide.

“The analysis was prepared not only according to the UN Charter, UN General Assembly resolutions, international conventions, but also based on the document ‘Framework of Analysis for Atrocity Crimes: A tool for prevention’ published by the UN in 2014, where 8 General and 6 Specific risk factors are presented. Even the existence of some of these factors is sufficient for the risk of genocide to be considered real, which requires necessary actions from the international community in order to prevent the imminent genocide.

“The analysis provides legal and factual grounds for all 14 factors and the sub-factors presented under them, using the fact-finding conclusions of national and international organizations and the regulations of international law until now.

“It is noteworthy that as a result of the analysis, it is proved that the risk of imminent genocide against the people of Artsakh is not justified within the framework of one or two factors determined by the United Nations, but of all 14 factors.

“We forward this petition-analysis to the Ministry of Foreign Affairs of the Artsakh Republic, hoping that it will be submitted to international organizations and the Special Adviser of the UN Secretary General on the Prevention of Genocide.”
