I think it is better to ask in Yerevan how the authorities of Armenia react to these statements. Maria Zakharova, the spokesperson of the Russian Ministry of Foreign Affairs (MFA), stated this at Wednesday’s press briefing—and commenting on Azerbaijani president of Ilham Aliyev’s demand from the Armenian authorities to start negotiations with the  "Western Azerbaijan community."

"Our [i.e. Russia’s] position is stated: one of the highest-level elements of the trilateral agreements [between Armenia, Russia, and Azerbaijan] is the discussion of the humanitarian block, including issues such as respect for the rights of refugees, preservation of monuments of cultural, historical and religious heritage, ensuring their safe and uninhibited access, searching for missing persons, exchange of prisoners of war and other detainees.

We have repeatedly noted the importance of resuming the dialogue in Baku and Yerevan on the entire range of humanitarian issues, both official and public. On our part, we are ready to assist if the [two] parties want to use our opportunities," said Zakharova.
