It turns out that 26% of Armenia's 2011 budget was directed at the social security sector as declared by Chief Treasurer and Deputy Finance Minister of the Republic of Armenia Atom Janjughazyan in a standing parliament committee meeting on September 28. Roughly AMD 256.2 billion were appropriated to social security which translates to an actual-versus-plan of 94.7%.

The shortcomings were in the areas of general family support, one-time relief payments, and retirement insurance. On the other hand, according to Labor and Social Issues Minister Artem Asatryan, there were savings of AMD 18 million as a result of implemented administrative improvements.

The social security expenditures seem to have increased by 4.9% (AMD 12 billion) since 2010, mostly in form of growth in the retirement benefits which have cost the government AMD 159 billion in total.  Retirement benefits have been fulfilled by 97.8% due to an increase in the number of applicants as well as increased administrative enforcement. Compared to 2010, the associated costs have gone up by 11.2 billion drams (7.6%), mostly due to a re-count of the retirement benefits.

It should be noted that the fundamental retirement appropriation per person has been set to AMD 10,500 per month, up from AMD 8,000 the year before.
