It is not a matter of agreement, midnight diplomacy, but a matter of the Armenian people’s will," Raffi Hovhannisyan, Chairman of the Heritage Party and the first foreign minister of the Republic of Armenia, stated at the celebrations of the 18th anniversary of declaration of the Nagorno-Karabakh Republic (NKR) in Stepanakert.

“This is a day of pride and responsibility,” Hovhannisyan said.
