European Court of Human Rights court ruled out that Armenia is to pay  €15,000 to Silvard Ayvazyan – the sister of Seyran Ayvazyan who was killed by the Armenian police officers in 2006.

The applicant was the sister of Seyran Ayvazyan.

On 6 March 2006 Seyran Ayvazyan went to a local shop, where he took out a knife and, for no reason, stabbed H.Ch., a shop assistant, in the arm, and E.P., a customer entering the shop, in the cheek.

Police officers came to his house but he barricaded himself in the house. The police officers managed to open the door, one of them was stabbed, while the others opened fire. He died of wounds.  

Ayvazyan had been suffering from a mental disorder and had been living alone in the village of Odzun, in the Lori Region of Armenia.

The court ruled complaints concerning Seyran Ayvazyan’s death and the alleged lack of effective investigation admissible under Article 2 of the Convention and the remainder of the application inadmissible.
