If one tried to find out what Azerbaijan agrees to and what it disagrees to, that one would see that the major part is exceptions, while the accepted provisions are interpreted as Azerbaijan likes, RA Foreign Minister Edward Nalbanidan stressed in his speech at the 120th Session of the CoE Committee of Ministers, commenting on the revised Madrid document.
Nalbanidan stated that Azerbaijan keeps on distorting not only causes and consequences of the conflict, but also the essence of the current talks at all levels, taking any opportunity to issue threats to use force, foreign office press service informed NEWS.am.
The Armenian FM recalled the provisions on non-use of force and threat of force, peoples’ right to self-determination and territorial integrity which underlie the Madrid document proposed by the OSCE Minsk Group in 2007, as well as the declaration on Nagorno-Karabakh adopted at the Ministerial Council in Athens in December 2009. He also noted that Azerbaijan denied even the existence of these documents over a year.
With the previous years’ experience considered, Azerbaijan’s efforts to raise the issue at international institutions and thereby influence the talks within the OSCE Minsk Group are obviously destructive. Despite all the obstacles posed by Azerbaijan, Armenia is determined to step up efforts to settle the issue through negotiations, FM concluded.
